It depends on the office you are using. Each office has their own policies. For example in Bangkok you can only get a residence certificate (from immigration) if you have already filed a 90 day report. But you can get a residence from your embassy at any time usually.

Some offices like Chiang Mai only require you have a TM30 to get a residence certificate.
