TLDR : Answer Summary
To obtain an address certification from Phuket Immigration in Phuket, you will need the following documents: a TM30 form, copies of the landlord's ID and blue book, as well as copies of your passport including the ID page and visa or visa exempt stamp. If you do not have the landlord's presence, a Power of Attorney with a 10 THB tax stamp is required.

This side was updated in August, but have lots of information about Phuket Immigration:

Update. They wanted the Chanote but I talked him out of that saying I had just done this a few months ago and he didn't want it. Then he was hot on the fact I had not reported my last return to the island. Had me dead to rights on that one. In the end charged me 300 to register return and 300 for the cert. I didn't even fill in the tm 30. Only thing I provided was a PP, PP photo, rent agreement, tabien bahn and ID of the owner with original signatures and PP copies of entry tm 6 stamp and visa and face page. First in at 0830 walked out at 0950. Oh when I opened my passport to check everything was there I found they put 200 baht back. You figure it out.

If your landlord has more rooms to rent out or the agency tell them to apply for the registration online. Then they can do this from their computer and the foreigner does not have to run around.

OK... So landlord's cannot have an agent. Unless they give them a power of attorney. And the agent has then got to give the renter a power of attorney. They (Phuket) want original documents... not copies or scans. I'm sure this is just a Phuket 'thing'...of course I am requesting a new rental agreement from the actual owner and a signed power of attorney...I don't want to be running to Phuket 2 or 3 times at 800 baht taxi fare each time. They don't make it easy, however long you have been here!
Robert *******
No, it is Immigration who check the papers you hand in. And if rental agreements are in different names than the land lord and diffent Id landlord they deny your request. It must be the same person.

@Robert ******
You are quite right...it is a way to check on who owns what. But is this an immigration problem?

There’s a reason it’s complicated I suppose Ray and we either accept it or move to VN, which is well on the cards

My landlord has a ton of homes also. She should make her broker/manager do all these immigration runs for us instead of sitting around all day waiting for money to roll in. Its gonna take me a week just to get a signed coy of her ID probably (like last time).

My mate spent 2 days out of Phuket.. Stayed in a hotel. Took him 3 visits to immigration to re-register when he got back! Been in the same house 2 years! Been on extensions for retirement for 7 years. The landlord and his sister are getting really pissed-off with immigration, they have over 20 properties let to expats.
Robert *******
It sound to me it is only getting compicated when landlords are trying eveything to avoid the rules. Letting family members sign, just to avoid that Immigration know how many places he has to rent out.

agree with that. Got caught two weeks ago with the same thing. I’m up to five visits so far, three to register residence and tomorrow it’ll be three to re-register after returning from Australia. Maybe they’re trying to get expats to move into Phuket Town and push the real estate values up 😉

Mind you this is for a second bank account at a bank that ALREADY VERIFIED MY ADDRESS AND SENDS STATEMENTS TO MY HOUSE EVERY MONTH. What an earth do they do with all this paperwork??

@Robert ******
If the Landlord's name is not the same as on both the deeds and rental contract, there are further complications! My neighbour's rental agreement was with the Landlord's sister...(his 'agent') & a copy of her ID card, house docs and power of attorney, etc and she signed the rental agreement. Phuket immigration also wanted to see a power of attorney from the brother to the sister, or a direct rental agreement between the owner and the renter. It's getting very complicated in Phuket!

@Rob***
we should tell the staff at immigration as well. TIT

The handwriting is from IO, landowner stood for land documents and that was over and above blue book for the house
Gareth **********
I will send a copy , just removing my address
Robert *******
Thanks or the update, I will add this.

They now ask for land title deeds too
Dave *******
That is exactly what I was told yesterday by the official. I returned today with all only to be told I also need the rental contract. As usual arguing the point was met with polite understanding and I’ll go back tomorrow with the contract
