TLDR : Answer Summary
The STV Visa (Special Tourist Visa) has several restrictions and requirements. Individuals applying for the STV must have health insurance coverage for the duration of their stay and fully paid accommodation for the entire 90 days. It is important to note that the STV Visa cannot be converted to another type of visa while in Thailand; applicants must leave the country and re-enter on a different visa. Additionally, there is currently a lack of issuance of STV Visas by consulates, as they await official guidance on its extension.

Big current problem with the STV: Consulates don’t issue it at the moment. As often: Government talk, but no action. Consulates state they still waiting for something official about it really being extended. Annoying.
And as a side note: Don’t even get me started on that e-visa initiative. I think it is a great, long overdue measure to have an electronic / stickerless visa system. Unfortunately consulates in Germany seem to be at liberty not to take part in it. And they recently stated they don’t have plans to switch any time soon 🙁.
Sure. I was also able to hand in a paper application form. Does not change the fact that they replied that they do not issue STV right now, claiming that they are still waiting for something official. I’ll take its selectability in the e-visa system as a promising indicator, though.
I read one comment saying they would be some tweaks (hopefully removing the prepaid booking thing) and that's why they've stopped issuing at the moment. It's believable because the embassies did the same thing with COE's the few days before they changed the quarantine duration.
That would be awesome. The STV could use a lot of tweaking! Thing for me is: I already sent all my document and passport and was planning on leaving shortly 🙁 We'll see.
IF the rules haven’t changed for the STV (this second time around) then it is quite restrictive. You have to have health insurance for the entire time, and you need to have fully paid up accommodation for the full 90 days, and subsequently if extending it the same applies. It cannot be changed to any other type of visa within the country. A lot of people have been caught out with this last part. You’d need to leave and re-enter on a different visa or exempt entry to change to something else.

Danny Dee thank you guys that makes me feel better and I can go ahead with my Visa application
Yes it bewilders many as to why that requirement is there. Tourists usually don’t stay in one place and move around the country at will. Did they expect that a tourist would plan ahead for the full 90 days of their itinerary and book hotels accordingly. Sorry I can’t answer as to the why. This is Thailand.

Danny Dee I assume Agoda is an accommodation booking agent
thank you my concern is the requirement to have paid for combination for the entire length of your Visa how do you deal with that if you want to travel around you obviously we'll be staying at different hotels and or maybe even rent an apartment so you need to be able to make changes to where are you staying while you were there
