The OP is currently NOT in Thailand and is looking to get a Special Tourist Visa (STV). DO NOT GET AN STV!
1. The STV allows a person to stay in Thailand for 90 days.
2. The STV can NOT be converted or extended under any reasons.
3. The STV is expensive and requires a lot of paperwork.
Instead, get a Single Entry Tourist Visa (SeTV or TR)
1. The TR allows a person to stay in Thailand for 60 days, extendable ONCE for another 30 days at immigration.
2. The TR *CAN* be converted to other types of visas/ extensions of stays once inside Thailand.
3. The TR is much cheaper and does not have as much paperwork.

If you entered Thailand before 3rd July, you are able to extend your entry on STV up to 2 times as long as you apply for it on or before 30 Sep. In that case your STV is already used and no longer valid. You need to check your entry or extension (if you already did) stamp to see when your STV entry/extension is finished.
If you haven’t enter Thailand yet, check the STV sticker and it says valid until date. That date or 30th September whichever earlier is the last day you can enter Thailand on STV.
The STV can be extended beyond its initial 90 days two times for another 90 days each time around. BUT, last possible date for getting an extension at immigration offices is September 30th now - irrespectively of weather it is the first or second extension, as this type of visa is phasing out afterwards.
