What are the current requirements for obtaining a Non-B visa in Malaysia for Kenyans?

hi all,my question is about nonb visa from malayasia .we kenyans used to get our nonbs from there but oflate am hearing cases where the embassay requires residence.can someone enlighten me please on this new rule

Im totally confused. If you worked legal in the past, you get non B visa in Penang based on that. As far as I knew you only get Non B if you can proof that you are going to be working legal. I leave it further to the specialists:

The work permit I submitted isn't valid it's for the previous school and the Non B visa I got from there is for my new school.They want to see if you have been working there legally

Just looked at the Embassy website in KL, website Penang is only in Thai language. Resident papers are needed for the following countries, Kenya is not on the list.
