Can I extend my non-B visa in Thailand without a work permit?

Hi folks! Quick and easy question for veterans I suppose: I have a valid non-B until March 2020. My employers is unable to make the work permit for me due to their incompetence and laziness! No surprises so far... But they do provide all requested documentation for my non-B though. So, in March 2020, can I extend one more year showing all documents again without the work permit or I MUST provide a valid work permit at the immigration? Thank you all, enjoy your day fellas :)
