I'm in Thailand with a WP. My visa is about to expire.
I'd like to get the non-b one year multiple entry one again, but last time I was in Penang I heard you can't get those anymore there. Does anyone know if this info is still accurate? Or where I could still get one? (I heard Kota Bharu?)

If your work permit is valid for at least an other 8 months, it should not be a problem to get 1 year Non-B in Penang, doesn't matter if you have your own company or are employed by someone else.
Hello-so are you saying at the end of my 3-month Non-B (working) I can go to immigration on Koh Samui and extend for 1 year no problem? and I just bring documents from my company? Is there anything in particular my company must provide to be granted this extension?
The reason this change is a problem is that in the past employers did not have to prove much of anything and it was low cost to no cost to just send employees to Penang.. Now we see with Extensions of Stay done at local immigration some employers are reluctant to try to prove compliance with certain Thai laws related to taxes and hiring sufficient numbers of required Thai employees.
The only One Year option for a Foreign Employee is an Extension of Stay acquired at Thai Immigration via application by the employer or their agent.. The employee could theoretically do the application work but would need extensive documentation, assistance and cooperation from the employer:

You can only get the 1 year Non Immigrant B visa if you are owner/director of the company. Alternative is to apply for the 1 year Extension of Stay at your local Immigration Office for 1.900 Thb and when stamped in gt the multiple re-entry permit for 3.800 Thb.
