What are the current requirements for applying to the DTV visa from abroad?

I have a question about the recent changes to the DTV application requirements.

Previously, applicants had to provide proof that they were currently in the country where they were applying (e.g. an entry stamp). Is it correct that now we only need to provide proof of permanent residence, without proving our current location?

If so, can a Korean citizen currently staying abroad apply online through the Thai Embassy in Korea without returning to Korea, as long as they can provide proof of permanent residence in Korea?
I mean they never said that we have to stay in the country we submit the documents right?

It's really unknown how they will deal with current location proof. They could easily ask for a supplementary proof, London already wants to see flight tickets from the UK to Thailand, Vietnam insists on selfies and time stamped local receipts. Nobody's really going to be pulling one over their eyes.

You need to be in the country where you apply.  That is a general rule for applying for a Thai visa (not DTV specific).  It is the same rules that Thai embassies in Europe have always followed, they have now just extended it to include the ASEAN countries as well (was a loophole before)

Nope. If you're Korean but you don't have a PR in X country, you need to go to Korea and apply there. True that it's done online, but being in the place under the embassy jurisdiction hasn't changed.
