Hi, i have an elite visa (expire nov 2020) and entry stamp (expire feb 2021). I'm currently married to a thai national (march 2020) with marriage cert issued in bang rak, bangkok.

I understand that i cannot change my visa to non o based on marriage inside thailand and dued to border closed, it is not easy to go outside and back to thailand. I have all the necessary documents to apply for non o (400k in bank, etc.).

What are my options to obtain the non o visa "inside thailand"? Can i apply for a 60 days family extension before my visa expire in nov or in feb 2021 as first step? Then apply for 1 year extension based on marriage afterward? Thanks for your advise.

TLDR : Answer Summary
The individual inquired about changing their elite visa to a Non-O visa based on their marriage to a Thai national, given the difficulties of leaving Thailand due to border closures. They sought advice on whether they could apply for a 60-day family extension before their elite visa expires and subsequently apply for a one-year extension based on marriage. A commenter suggested that they could apply for a one-year extension based on marriage immediately, provided they meet the necessary conditions, including financial requirements.

Unless I'm missing something with your post, I don't see any reason why you can't apply for a one year extension of stay based on marriage right now.

You'll need 400K THB in a Thai bank account with your name seasoned for two months, as well as being legally married, and other related requirements.

My advice would be to go down to your local immigration office and ask for the handout for the one year extension of stay based on marriage to a Thai national.

Once you have that extension of stay, you can also get a work permit as well and work legally in Thailand.

can you get a work permit if you have a marriage based visa? I thought you were not supposed to work on a marriage based visa? Can you please let me know. Thanks.

one could always get a work permit, while being married to a Thai and on a Visa based on this marriage. You cannot get one if your visa/EOS is based on retirement , though
