TLDR : Answer Summary
When renting a house in Thailand, both the landlord and tenant have responsibilities regarding reporting your address to immigration. Typically, it is the landlord's duty to submit the TM.30 form, which reports foreign residents' addresses. However, if the landlord does not file this form, the responsibility may fall on the tenant to report their change of address using the TM.28 form at the local immigration office. Failure to file can result in fines, so it's advisable for renters to confirm that the landlord fulfills their obligation or to take the initiative to report their residence themselves to avoid complications.

Both . But it’s the owner that gets fined or should do , as was in my case , my agent inform them , and when I did ( 6 weeks later as I never knew I had too ) I got a bit of a lecture , and I said sorry , what is my fine ? . She said not you ‘ owner ‘ , “ where is owner ? . I said I don’t know , in Russia I guess as I think he’s Russian it says in the contract .. ok no problem she said , but don’t forget if you go anywhere in Thailand even for 2-3 days you must inform us .. 😳 o ok , I said .

This is from the official text: "House owners, heads of household, landlords or managers of hotels who accommodate foreign nationals". So if your house owner or the landlord is not willing to file the TM30 form you as renter and head of household will be held responsible.

the way they are interpreting the wording in thai AND the reason they are fining foreigners for not having filed a TM.30 is because of the word "possessor" of the place. Once you rent it you become the possessor and can get fined for not filing a TM.30.

You would go to the immigration office and file a TM.28 'change of address' form. In bangkok you do that out at the immigration office on Chaengwattana road. You file that form in the room where you do 90 day reporting.

In Bangkok the immigration office doesn't care if you or your land lord has EVER filed a TM.30 form. So don't worry about it.

TM30. Landlords responsibility in Thailand legally. However, sometimes Immigration will put the onus on the Rentor. 500 Baht Per day fine. If you leave the Country and return to the property you must inform Immigration within 24 hours on a working day.

the fine for failure to file a TM.30 is pretty standard at 1600baht.

You're confusing the 500baht a day overstay fine with the failure to file a TM.30 fine.

I do hope it's the agent or owner, the same as if I check into a hotel.

From my experience, they request owner to report to immigration but thanks for your information.
