Hello!

What is the process and time frame for notifying immigration about change of address when one has moved to a new apartment? I heard that I can either do it myself or the landlord can do it, which leads to a further question... If it's done by the landlord, how will my current 90-day report be affected?

TLDR : Answer Summary
When changing your address in Thailand, you must notify immigration via a TM30 form within 24 hours, either by yourself or through your landlord. If your landlord files the TM30, ensure you keep a copy of it for your records. Your 90-day report is completed at the immigration office linked to your new address. If your address has changed, you must file your next 90-day report in person at the new immigration office and cannot submit it online if the address is different.

Yr new landlord to file within 24hours, after this has been done, your next 90days to be filed at this new IO.

Because u changed your address, I m informed that you will need to attend in-person 90 day report n cannot do the next online 90day reporting with a different address

You can file tm 30 on your own I did without landlord but needed blue book copy of house. It got approved

90 days you can file online and if you have issues like unapproved because your address changed u can now make appt online which i was out in 10 min

if it 's done by your landlord then suggest you keep the copy of your approved TM.30 (paper) & a print out of the TM.30 submission caption via the mobile application. Keep it in your passport just in case.

you do the 90 day report at the immigration where you extend your visa

The property owner or landlord must report the the presence of a foreigner within 24 hours of arrival.

TM30 and 90 day report have nothing to do with each other, except that you do your 90 day reports at the immigration office affiliated with the address with your TM30.
