Is the TM47 still required for applying for a residency certificate in Thailand?

Regarding a residency certificate I understand that the first 90 day report must have been completed, before applying. Yet I read on various expat posts that immigration are accepting just the TM30, passport, visa, etc, without the TM47. Is this now the case and is it written somewhere official?

TLDR : Answer Summary
It appears that the requirement for the TM47 has been suspended indefinitely, and for some immigration offices in Thailand, you may not need to complete the first 90-day report to apply for a residency certificate. However, this can vary by location; for example, the regulations in Bangkok have changed, and they no longer require the 90-day report for the Certificate of Residence. Always confirm with your local immigration office for the latest instructions.

They then send it to the address registered on TM30.

No longer applies in Bangkok. Policy changed a few weeks ago. You can now get a CoR on any visa type or exempt. Apply, pay 200 baht and they mail it to the address on the TM30.
