TLDR : Answer Summary
No, a 90-day report is not required in Chonburi to obtain a residence certificate. Instead, a TM30 may be necessary. Statements from various commenters indicate that the 90-day reporting rule is typically associated with Bangkok, and there seems to be confusion regarding the need for a new TM30 if one leaves and re-enters Thailand or travels within the country.

Correct me if im wrong but do you need to get a new TM 30 if you leave and re enter even if your address is the same on return.Thanks.
you certainly do and I have just been told I need to get a new tm30 if I travel away within Thailand even though I return to same address. The hotel I stayed in filed tm30 which prevented me from doing 90 day report.
I have not had a problem within Thailand with living in a condo but maybe your right regarding a hotel.

So if you rent a place for a year, every time you exit and re-enter Thailand or go stay in a hotel for a night, you need to ask your landlord to file a new tm30?
that us correct. What I was told last week. I could not do my 90 day report until my tm30 had been updated to the address I have been at for 3 years after staying in Udon for 3 nights! I have not had to do it before but now they have computer link which tells them where I have stayed.

As far as I can tell from comments in this group and others it’s only Bangkok that has the 90 day stipulation.
