Is the non-immigrant O dependent visa accessible only to a spouse of someone working in Thailand or also accessible to long term partners?

Alternatively - If a couple wants to come over and only 1 is planning to work here what's the best solution visa wise for the unemployed partner? 

(* I'm already in Thailand, this is for someone else :))
