Hello, I am wondering if in a foreign married couple, where one has a work permit would that allow the other spouse to stay in Thailand?

if you meet the requirements you can get a non-immigrant type O visa issued at the thai immigration office in your area based on being married to a foreigner who legally works here OR you get it at a thai consulate before you come here
