i talked to an immigration officer and they said IF you are on an long term extension (where you normally do 90 day reports) just do your report when it is due.

This 90 day report exemption is for tourists and other people who got stuck here and use the amnesty but end up staying over 90 days. They are not required to file a 90 day report.
