Can I apply for a 60-day tourist visa in Thailand while on amnesty before it ends?

Hi, I had 30 days extension done once in local immigration. I currently on amnesty. Can I apply for a 60 days tourist visa in Thailand, before amnesty ended in 31th July .

NO you cannot. Tourist visas are not sold in thailand, they are sold by thai consulates in other countries and are closed now.

If you are on amnesty you wait for the announcement the government makes about what amnesty holders do when it runs out and then do that..
