Is it currently possible to apply for an education visa outside of Thailand? 

I was informed that during Covid-times that was NOT possible. Did anything change?

Did someone here recently apply for an ED-Visa outside of Thailand?

For informal education it still appears to be not possible again. It seems they forgot to reinstate that. Only in-country change to ED.

ED visa have always been obtainable outside of Thailand (even during Covid) for university or international school students.

Whether you can get one for say a language course or Muay Thai then you’d need to check with your local consulate/embassy to see if they’ll issue one and what paperwork you’d need from your school.
