TLDR : Answer Summary
Yes, it is possible to convert a TR (Tourist) Visa to an ED (Education) Visa while in Thailand during COVID-19, particularly for formal education students seeking degrees. However, the process may involve requirements from language schools that have been authorized to issue ED Visas. These schools need to provide documentation from the Ministry of Education. If you're currently undergoing quarantine in an Alternative State Quarantine (ASQ), it’s advisable to consult with schools regarding their policies for issuing visas to confirm if this can be arranged without leaving the country.

At this time <-meaning as things are now, we are seeing more and more private language schools offering in country ED visas (above the table) thru the immigration office with documents from the Ministry of Education and the school.

Your partner needs to be talking to the schools they're thinking of attending and asking them if it can be done by the school.

It is possible to acquire an extension of stay based on studying for formal education students only. Formal education are people who are degree seeking students studying for a bachelors, masters, or doctor's degree.

I’m asking for my partner. (I’m Thai) We’re about to go to Thailand in a week, and just want to know what we can do after quarantine, to expand his stay for a long while in Thailand.
