TLDR : Answer Summary
The poster is currently processing their ED Visa and has been advised to apply at the Laos Embassy. However, they are considering traveling to Cambodia to meet a friend and want advice on the risks of applying there instead. Comments from the community suggest that while some have had positive experiences at the Thai consulate in Phnom Penh, others faced delays. It's also noted that applying at the Laos Embassy might offer a quicker turnaround.

Most people I have known who used the thai consulate in Phnom Penh have used that Lucky Lucky Motorcycles Shop (which is a visa agent too).

They can speed up the turn around time.

I tried Ed visa at Phnom Penh on a Monday morning and at the embassy they told me to come back the following Monday. So I went to Laos instead where it was a no hassle 1 day turnaround.

Make sure you read the rules the school had you sign when you enrolled. Many schools have it written into the contract stating that IF you go to a consulate they don't recommend and you don't get the visa, you are on your own and can't get your money back.

The consulate in Phnom Penh has a 3 day turn around on getting your passport back, unlike Vientiane where you turn in your passport one morning and pick it up the next afternoon.
