Should I apply for a Tourist Visa or ED Visa in Laos, and how do other embassy options compare?

So I'm going to get a Tourist Visa or an ED Visa (not sure if the paperwork will be ready by the date I need to go). I haven't had a TV in more than 5 years. I haven't had an ED visa in more than 10 years. It sounds like I should avoid Laos for these visas, is that correct? The other embassies are all about the same in terms of difficulty and scrutiny (Yangon, Siem Reap, KL, Penang)?

USA - the school said that they did not have any recommended embassy or consulate - "all of them are strict now" was what they told me. However, I thought I read someone say that Laos was, in particular, difficult.
