you're right Chinese can't apply for ANY visa to thailand in Lao, they are on the list of countries that can't use Lao for visas.

Did it two years ago. No problems occurred. Same procedure as for a tourist visa if I remember correctly.

Your nationality is gonna control if you have to go back to your country to get the visa for thailand at the consulate there

OR

if you can go to a neighboring country and get one from a thai consulate in that country.

You can go to Thailand on tourist visa, but you have to leave Thailand to change to an ED visa. You can go to laos for example to get the ED visa

The thai consulates in both Vientiane and Savannakhet are not that difficult to deal with as far as getting a 90 day single entry Non-Immigrant Type ED visa.

You take the paperwork from your school and apply. It's pretty straightforward. Turn in your application one day, pick up your passport with the 90 day ED visa in it the next afternoon.

, correct, you get there early in the morning, get in line with the rest of the people, when they open you go in, turn in your application and go back the next afternoon to get your passport.
