TLDR : Answer Summary
The TM30 form is indeed necessary for obtaining a 12-month extension on a non-O retirement visa. It serves as the registration of your current residence, and without it, you may face difficulties in applying for the extension. In contrast, the TM47 is a 90-day report and is not directly related to the extension requirement, although it is important to submit it to avoid fines. It's recommended to update your TM30 with immigration before applying for the visa extension.

Whether you need a paper copy or not will vary by immigration office. But the ones that don't require a paper copy will absolutely require that one has been filed for you and is in the system.
