TLDR : Answer Summary
The TM30 receipt from your house owner is required to demonstrate that they have reported your arrival at their property within 24 hours as per Thai law. You should ensure that this receipt is ready before you approach the immigration office for your one-year extension on your non-immigrant O retirement visa.

does it mean that every time I travel (within the country or abroad) the landlord has to report when I’m back?

depends on your immigration office, (check with yours) most of them require a new TM30 only when you come back from abroad only.

Did your property owner file a TM30 within 24 hours of your arrival into the property?

Which Thai Immigration office will you be using for your one year extension of stay as retired ?
