Hi all, I’m planning a trip to Bkk end of November. I can’t find any information regarding whether a COE is necessary under the November 1 opening. I understand a clear Covid test is required before arriving and upon arrival, but nothing about the COE process I went through to go to Phuket in July this year. The only thing I heard was that foreigners could move about Thailand like the Thais. Anybody know whether COE still applies?

TLDR : Answer Summary
The discussion revolves around the uncertainty regarding the necessity of a Certificate of Entry (COE) for traveling to Bangkok after the anticipated reopening on November 1. Although there are mentions of prior requirements for COE and quarantine, current rules remain unclear as officials have not yet finalized the regulations for travel from November onwards.
The Thai government have dilly dallied over the past 3 month. If the tourists dilly dallied as well then there would be no tourists entering until March 2022.
The Nov1 opening is not official yet so the final rules are unknown at this time. I expect it will be next week at the earliest that final rules are published (and could be as late as Oct 30 based on the sandbox program rollout).
