TLDR : Answer Summary
As of now, Canadians do not need a Certificate of Entry (COE) when flying to Bangkok. The COE has been replaced by the Thailand Pass, which is no longer in use. Canadians are eligible for visa exemption, not Visa on Arrival, and must provide proof of vaccination, as well as proof of onward travel out of Thailand within 30 days.

Are you living in 2020??

The CoE hasn't been a thing for over a year. It was changed to the Thailand Pass and even that is no longer a thing.

Also Canadians do not qualify for visa on arrival, they qualify for visa exempt.

For a Canadian to fly to Thailand they'll need proof of vaccination for checking in at the airport. And if they don't have a visa and want to use visa exempt, they'll also need proof of onward travel out of Thailand within 30 days to show the airline.

yes, but proof of vaccination is much more common so I just say that

I believe that if they do not have proof of vaccination then they can do a recognized COVID test within 72 hours before they fly into Thailand. That is also acceptable as far as I know.
