Do I need a Certificate of Entry (COE) to travel to Thailand on a Non-B visa starting November 1, 2021?

I am traveling on Non-B visa to Phuket on November 3. I've been told that starting Nov 1 you no longer need the COE. However, on Singapore Airline ticket confirmation they are still saying that you need to obtain one. Can someone, please, clarify this? Are there any official government guidelines that I can refer to?

If you can delay your trip by one week, you would probably be better off. New rules will be implemented by then. If the country you come from is on the list.

Bangkok Post today "With the Nov 1 reopening looming, Bangkok is preparing protocols for testing tourists outside the airport, at hotels or 'swab hubs' to avoid congestion on arrival.

Thapanee Kiatphaibool, Tourism Authority of Thailand (TAT) deputy governor for domestic marketing, said swab tests for travellers will be conducted outside the airport to disperse the flow of tourists with travellers transferred via hotel limousines to SHA Plus hotels which have partner hospitals or swab hubs.

Swab hubs, organised by the Thai Hotels Association (THA), will be established as a centres for small hotels which could be places like hospitals or alternative quarantine facilities.

While waiting for the result, all arrivals are required to stay in their hotel room during the first night.

Ms Thapanee said over 300 hotels are waiting for SHA Plus approval which should be ready by the end of this week."

You must have a CoE to enter Thailand.

And even if that changes you still will need a Thailand Pass to enter Thailand.

Bottom line you cannot enter Thailand without one of the two.

You cannot just arrive at the airport expecting to show your passport and fly to Thailand.
