TLDR : Answer Summary
Yes, you need a Certificate of Entry (COE) to enter Thailand as of now. The only changes from April 1st, 2021, are a reduction in quarantine time for some travelers and the removal of the Fit to Fly certificate, although some airlines may still require it.

For leaving UK you just fill in a form about reason for travel. Might be asked for it at airport. There are a few reasons. No doubt you'll need a covid test. Going back into UK, you'll have to check as they change rules often.

Absolutely you need a COE. Only thing that changed in April was reduced quarantine time for some people and removal of Fit to fly certificate, though some airlines are still requiring it apparently.
