Good question, speaking from a wealth of ignorance I would imagine there will still be a requirement for the CoE to ensure travellers have valid vaccination before travel.

im assuming i can fly out of usa on oct 31 and if i arrive thailand nov 2. then i get the nov rules that will apply to me. i realize its a stupid question but airlines here are notorious for being hard asses. i cant tell you how many times they want my visa to go to thailand when i get a free 30 days. ( pre covid}
what u mean why? i see that krabi (pp and railay) are open for the 7 nights in addtion to ko tao and kpy. so more options for the seven nights are available now. I SEE THE SAMUI OPTION U MUST TRANSfer thru the bkk airport. but hard to get a continuous ticket from usa all theway to samui so i would have to buy a separate ticket from bkk to samui. i wonder if they would allow that , it would be two tickets

There is no way in the world to predict what will happen on November 1st. Thai government agencies are notorious for backflips and postponements. Back in May, ASQ was reduced to seven days. An outbreak at a nightclub in Thong Lo meant ASQ reverted to 14 days. The only advice I give is not to assume anything. November 1st could similarly see restrictions re-imposed. Always wait for official announcements from the cabinet, not from TAT!
My personal opinion. I think COE and at least 3 day quarantine is going to be the norm. Reason I think this is 1st money. 2nd 3day quarantine allows them to PCR test people arriving off flights. Just my thoughts.

We just booked for going back to Jamaica again this year - so, we travel a bit still. We'll make it back to SE Asia. After we got caught back in the US last year, we moved to Florida. Got to admit, life here is turning out better than we thought it would. Still, missing Bangkok life...
yep and not good to get stuck in limbo land, like people who arrived just before october 1st and end up doing 14 days and people who arrived after will get out of quarantine first.
Well, 1st time starting to apply, then the Samut Sakhon restrictions were enacted. 2nd attempt, the April '21 lockdown. Hoping the COE & quarantine requirement ends, and many businesses open back. We'd prefer to go right into Bangkok with no restrictions. We'll see what happens this time. Wife's family is in Vietnam, and we tended to bounce between Bangkok-Saigon. Family there are just now able to get out of the house after a long lockdown.
