Please confirm if this info is correct. Visa on arrival begins for a whole group of countries starting tomorrow. VOA for Thailand I mean.

NO... cannot just show up and enter Thailand as Pre COVID.

Ask your Thai Embassy...and still must apply and have a CoE certificate of entry with all its requirements. Including ASQ quarantine or Phuket sandbox stays with needed COVID insurance and ticket departing Thailand.

YOU STILL MUST HAVE A CoE to enter Thailand... You cannot just show up somehow and expect to be admitted.
