TLDR : Answer Summary
The re-entry process for a Non-B visa typically takes about 10 minutes, but it can vary depending on the number of people ahead of you. It is also possible to obtain the re-entry permit at your local immigration office in advance.

Just been to Nonthaburi immigration. Place was heaving, car park under about 3 - 4 inches of water. Took just over 1 hour to get an exit/re-entry.

Generally about 10 minutes. Depends on how many others are requesting at the same time though. You can do it at your local immigration office beforehand.

I believe all borders other than Myanmar are open, although Iโ€™m not 100% sure.
