What is the best way to obtain a re-entry permit for a non-immigrant 'B' visa in Thailand and what are the associated costs?

I am needing a re-entry permit from my non immigrant “b” visa. I know there’s a couple ways. One being to go to the immigration office and obtain one before you leave and two being to obtain one at the airport. I have also looked up the cost and got told buy a couple different people and have gotten different prices. Also I know the prices change if you don’t have a picture and/or other required documents. So what is the best way to obtain one and the prices?

single re-entry permit is 1.000 Thb, on Suvarnibumi airport they charge 200 service charge for making pictures and photo copies.

Copy of ID page passport, copy of Last Entry stamp, Copy Visa or Extension of Stay. Copy TM6 Departure card and 1 passport picture.
