Somewhere on any visa the word "single" or "multiple" should appear. If it says "single", then re-entry permit is required
And multiple as well... If you don't have a re-entry permit & leave Thailand, you won't be able to enter on the old Non-B visa and have to start all over again...
Why? I replied to your comment not the OP's. The OP didnt mention single or multiple entry visa but you stated a multiple entry visa needs a re-entry permit, it doesnt. The clue's in the name, 'multiple entry'.
No - Not true at all for a Multi-Entry Visa (if the Visa is still valid - not reached the Expiry date) The whole purpose of a Multi-Entry Visa is just that... Example: First year of an O-A Multi-Entry Visa has unlimited Exits and Reentry. Exception for Everyone is under Covid-19 Restrictions the Thai Border is closed. A COE Certificate of Entry must be filed for and obtained. But a COE is Not the same as a reentry permit.
The re-entry stamp allows for either a single or multiple re-entry. When you got the multiple one you can enter Thailand as often as you please.

If you’re meaning that you are leaving the country and want to come back on the same stamp then yes you need to buy a reentry permit. If you are currently outside of Thailand you have to apply for a certificate of entry from your local embassy there’s many hoops to jump through for that including insurance and quarantine and negative Covid tests.
