TLDR : Answer Summary
If you have a NON-B visa and plan to travel out of Thailand, you can apply for a re-entry permit at any time before your departure. It is recommended to handle the paperwork either at your local immigration office or at the airport. The TM8 form does ask for your departure and return dates, but it is acceptable to provide estimated dates if you do not have confirmed travel plans yet. Just ensure you arrive at the airport with enough time to get your re-entry permit.

Just arrive at the airport in plenty of time and get your re entry visa there. Super easy!

The TM8 form asks about dates that you’re leaving and coming back, but no issue if you don’t know them yet. Just make them up.

no one checks or bothers about the dates you fill in on the TM8. Make them up.

You can do it at anytime before. Do it at your local immigration office or at the airport just before you leave.
