A very well known Pattaya agent, is saying they cannot open a bank account for someone under the age of 50 years old, I'm assuming they are talking about someone on a short-term visa, but I don't know all the details, this new rule was only introduced two weeks ago.
If you email them, they’ll likely give you the ‘safest’ response, which is no. You have to go into branches. Different branches of the same bank will give you different answers.
Because officially you need to be a resident in Thailand and living here with 12 months visa to have a Thai bank account, it's the banks policy some agencies will help
