Ask any visa agents open on the side of the road they can open the bank account for you, as long as you have a legitimate entry stamps in your passport.

The DTV is not a non-immigration visa, or even a long-term visa. It's a "special tourist visa" so I don't think having a DTV will make any difference to a bank. You will likely need to pay an agent to assist you with obtaining a bank account. But if you want to know, then you start going to banks and asking. It might take 20+ bank branches or more until you find a bank branch where it seems possible. But they may also ask you to buy an insurance policy in order to open a bank account, which is usually about the same price as an agent would have been.
