Yes but pretty much all branches will open one for a foreigner holding a work permit. Most Thai bank staff automatically ask for one. Whether a branch opens a bank account for a foreigner without a work permit is another matter.
Unless you hold permanent residency and/or a visa that allows you to work in Thailand plus work permit such as a non-O or non-B, as long as you possess a work permit then pretty much any branch will open one for you. Most bank staff seem to insist on sighting a work permit and only some, as you mention, will open one for non-working expats.
The rule on whether you can or can't open a bank account at a branch is totally set by the manager of that branch.
There is nothing in the rules that says you can't open a bank account on a free stamp entry or tourist visa entry 🙂 Again it's the branch manager that sets that policy for the branch you're at

You have the privilege to open bank accounts with a DTV visa.
If your visa is not authorized, it is useless to insist, the only solution is to look for an agency that provides this service, obviously paying extra, I have seen some friends open bank accounts with tourist visa for

When I had a student visa, I also ran around 6-7 different banks, but they all said I didn't have enough documents to open an account(The school said it was enough). In the end, I carried the documents with me every time I went out, and whenever I passed by a bank, I just walked in to try. Finally, on a very random shopping day when I was passing by the Kasikorn Bank branch in Siam Square, I succeeded. Thailand is a very interesting place - each branch of the same bank can have different hidden requirements.
Yes, but every bank told me that DTV visa cannot be used to open an account, and they did not ask me for more information.

I highly doubt that you went to “every bank” in Thailand to try opening an account. Also, what passport (nationality) are you using? Opened one with BKK Bank, no problems whatsoever. At least three other people I know personally got an account as well (KBank).

A branch at a major shopping mall in Bangkok (Ploenchit). Maybe Chiang Mai is the issue here but it could also be a case of having the “wrong” passport or (no offense to you personally) how the customer presents himself. I always suggest to dress as formal as possible when dealing with business/official situations in Thailand. You could also contact the banks head office and get an official answer from them but except SCB you should be fine with most banks.
If you can open an account in Bangkok, you can probably open one in Chiang Mai, but customers of Bangkok Bank and K Bank told me that DTV cannot be used.

It depends on the branch, each manager makes their own rules even though it should be corporate policy. Not sure what other customers have to do with this though. And again (for the third time): What is your nationality?
