TLDR : Answer Summary
The TM30 registration for foreigners can be done through the official website where you can select your status as a foreigner. The process involves creating a profile, adding an address, and then filing the TM30 for someone staying at that address. It is noted that the website can be confusing to navigate, and it is recommended to have a Thai person assist with the user guide for a smoother experience.
I felt very chuffed when I was able to register my wife's condo and then register the 2 tenants and generate pdf copies of their tm30s. My landlord takes care of my tm30s.
once you know how to do it, there's no issue, it's that first time (for each of the processes) that can really frustrate a person π

ANY foreigner thinking they're going to waltz thru this website is in for a shock, this is one of the most NOT user friendly websites in thai governmental thingz,
have your thai person go thru the user guide, SLOWLY, have them understand how it works,
It's a multi-step process
You make a profile
you ADD an address to that profile
then you can file a a TM30 on someone staying at that address
and after you save the data you need to search for it, view it, export it and print out the TM30 receipt.
immigration called my Airbnb owner to work through this so I could get certificate of residence β donβt know what was missing but obviously something was.
when thaiz add addresses in that system they put in the least information they can, and that makes them have to edit the address, filling out the complete address (like you would if you're mailing something to that address)
