I recommend you to check with your new landlord if they have access to online registration. Then you don't have to worry about it.
If not, have your landlord talk with the local immigration office if they accept mail registration, and if they do, what you need to include in the mail. TM30 is supposed to be accepted by postal mail, but not all immigration offices do.
Anyway, TM30 responsibility is of the owner of the property where you live.
OK thx. Let's say I stay in a nice hotel for a week... The hotel would register me. So can I do my 90 day report online from then on... Assuming my new place is same district as hotel?
if the hotel files a TM30 on you showing that's where you're "registered" as being and your 90 day report comes up you could indeed try to file it online using the new website here;

BUT I'd sure wait until you get to where ever it is your address in that province will be then go to the immigration office and file a change of address (TM28 if required) and a new TM30 (notification of residence) so that you can do your 90 day reporting at that address and use it for your extensions.

The one who goes to a delayed report on behalf of the landlord would be fined. If it's you on behalf of the landlord, you can always ask to repay you. Many people do. Some landlord repay, some don't, though.
