TLDR : Answer Summary
The Thai embassy in Penang, Malaysia primarily issues a 1 Year Non-Immigrant B visa for owners or directors of companies holding a valid Work Permit for at least 8 months. Others can only obtain a Single Entry Non-Immigrant B visa. For a multiple entry Non-B visa, it seems to be restricted to shareholders or directors who own at least 25% of the company.

My understanding is that Non-B for business multiple entry Visa is now only issued to those who are 25%+ shareholders (directors) in the company.

Hi. Thanks for the fast response. Are there any new requirements? I heard that they require even police clearance now
