Yes the Thai embassy in Penang can do it but only for 90 days and after that you need to go to your immigration to have it done for 1 year so at the end better go directly to the Thai immigration ;)
No forget about applying outside of Thailand they will give you only 90 days with all company documents and work permit letter. so better do it in Thailand

There was something I recall from pre covid days about Penang only issuing a year long Non B to a company director. They issued a single entry 3 month Non B visa for others and you’d have to extend in country. I’ve not seen many (if any) since then that I can confirm if that’s the same these days.
This is going back some time so may well not be accurate.
