What are the options for obtaining a 1-year Non-B visa outside of Penang?

Any advice for a visa trip (need 1 year Non-B) apart from Penang? Which embassys around provide the 1 year Non-B?

you will need a work permit with at least 8 months validity to get a year-long multi-entry Non-B from Penang.

I believe that's the only consulate in S/E Asia that issues year Non-B's. All the rest issue only 90 day single entry ones.
