Hi everyone just back from Penang and received my one year multiple entry non-b Visa without any issues. The consulate there still issues these type of visas, despite some reports saying they don't.

Embassy is a bit out of the way, but uber and grab is everywhere, cheap and legal! We stayed in Batu Ferrenghi, a bit out of the way for a visa run, would stick to Georgetown for sure.
Hi Eric. No. Did it myself. Dropped it off 11am, picked up 2pm the next day. I would have used an agency to save time and do a bit of touring, but had nothing else to do.
