Does the 60-day validity of a SETV start from the date of issue or the date of entry?

SETV has a 3 month validity and is good for a 60 day entry. If a SETV was issued 20 Jan and is valid until 19 April, does the 60 days run from date of issue or date of entry when you get the "used" stamp??

It cant run from date of issue because that's 90 days if it did and you waited just before enter before date it would have expired 30 day's before. 60 day's starts when you enter.
