From date of issue. It should be specified on your receipt from the Embassy.

Single Entry Tourist Visa is valid for three months from the date of issue by the embassy/consulate. This means you have 3 months to enter Thailand on That visa to be stamped for 60 days. The visa itself's expiry is the "valid until/must be used by" date on the visa sticker/eVisa PDF.
