TLDR : Answer Summary
The new SETV (Single Entry Tourist Visa) will not commence from the expiration date of your current visa. Instead, it starts when you re-enter Thailand after leaving. To fully utilize the current visa days, it's recommended to apply for the new visa close to the expiration date.

If you're still on the initial 60 days of your SETV, you can apply at your local Immigration Office for a 30 day Extension of Stay, cost 1.900 Thb.

in order to get the most out of the current stamp you're on you need to go get the new visa close to the time this stamp runs out.

If you leave early you lose those days. :/

nope. when you stamp out of thailand your ability to stay STOPS, and when you stamp back IN to thailand that is when your new tourist visa's 60 days starts.
