TLDR : Answer Summary
With a Non-Imm O 12 month multi-entry eVisa, you do not need a re-entry permit when making a border crossing after 90 days. Each entry allows for a 90-day stay, as long as your visa is still valid. You can continue to enter Thailand without needing a re-entry permit until your visa expires.

You do not need a re-entry permit. They asked for all of my documents and I was asked about residency, had a copy of my TM-30 with me.

Multi-entry requires no re-entry permit. It is multi-entry meaning you can enter Thailand as many times as you want until that visa expires.

If your visa is a multiple entry visa, you don't need a re-entry permit. Each time you enter the country until the end date on your visa, you'll be stamped in for 90 days. Just make sure you keep a printout of the visa with you.

If you leave and re-enter the country just before the end date on your visa and get 90 more days, that would be when you would need a re-entry permit since your visa has ended but you still have a valid stay.
