How many days before the 60 days is up can you extend a SETV? And will the 30 days be added on to the date you go for the extension or from the end of the 60 days? I'm in Trat if that makes a difference. Thanks

TLDR : Answer Summary
You can typically apply for a SETV extension 30 days before your current 60-day visa expires. The extension will add 30 days to your existing 60-day period, which means that if you extend your visa towards the end of the initial 60 days, you will have a total of 90 days in Thailand.

Last February, I extended my SETV 33 days before the end of the 60 days in Bangkok Immigration office. The 30 days were added to the end of those 60 days.

Most of the Immigration offices allow you to apply for an Extension of Stay 30 days before the last day of Admitted to Stay date. The 30 days are added to your current 60 days of stay.
