You can apply from 30 days before till the last day of your Admitted to Stay date stamped in your passport. The 30 day Extension of Stay is added to your current stay, so by going early you would not loose a day. It has nothing to do with the expire date of the SETV, because this Visa is already used and has no value from the moment you entered Thailand.

I believe it is after 30 days, so with 30 days left on SETV. The extension will then start counting after ur SETV expire.
