When I apply for a tourist visa extension, if it's approved, does the new visa start on the expiration date or the date of the application?

TLDR : Answer Summary
When applying for a tourist visa extension in Thailand, if approved, the new extension will start on the expiration date of your current visa stamp, not the date of the application. Extensions typically add 30 days to your existing visa, and you can apply for the extension between 7 to 45 days before your current visa expires.

The OP is on a Tourist Visa so would not go to Laksi for an extension but go to the main Immigration Office at Chaengwattana, Building B, Counter J

For the extension based on tourism they will add on the 30 days to your existing stamp. Depending on the office you use you can do the extension from 45-7 days prior.
